Obama Administration Applauds Governors for Bipartisan Work to Develop Higher Standards in Education
WASHINGTON, DC – During a meeting with United States governors, President Obama outlined new steps he'd liked to see adopted in order to better prepare America’s youth for college and the workplace. President Obama is specifically requesting that a redesigned Elementary and Secondary Education Act be adopted into law that includes a new and more comprehensive vision that will help states successfully transition to and implement college- and career-ready standards aimed at improving teacher development and preparation, enhancing quality classroom instruction, and supporting more rigorous assessments.
“America’s prosperity has always rested on how well we educate our children – but never more so than today,” said President Barack Obama. “This is true for our workers, when a college graduate earns over 60 percent more in a lifetime than a high school graduate. This is true for our businesses, when according to one study; six in ten say they simply can’t find qualified people to fill open positions.”
In 2009, the President challenged individual states to develop and implement high quality standards and assessments designed to help America’s children rise to the challenge of graduating from high school more fully preparted for college and the workplace.
The white has also announced new efforts being made to promote college- and career-ready standards by reauthorizing the Elementary and Secondary Education Act. Both the President and Secretary Duncan praised Governors for their continued efforts to work together in a state-led consortium – managed by the Chief State School Officers (CCSSO) and the National Governors Association (NGA) – to develop and implement standardized math and reading standards that are geared toward better preparing students for college or a career.
“With many states well positioned to adopt these common standards that better position our students for college and careers, the Governors initiative is an essential first step in improving the rigor of teaching and learning in America’s classrooms,” said Secretary of Education Arne Duncan.
In effort to better align the Elementary and Secondary Education Act (ESEA) to these new education standards, the Obama Administration is recommending the integration of new policies into the re-designed ESEA, which will:
- Setforth a mandate requiring all states to adopt and certify that they have in place college- and career-ready standards in reading and math, which will include common standards developed by a state-led consortium. Adoption and implementation of these standards would be a pre-condition to receiving Title I funding from the federal government.
- Include new funding priorities for states with college- and career-ready standards in place. Those schools that implement standards may be more likely to receive federal funding to improve upgrade curriculum in reading and math and to "improve teaching and learning". This priority will apply to the President’s Fiscal Year 2011 budget request for new Effective Teaching and Learning programs in literacy ($450 million) and STEM ($300 million).
- Encourage states, individual schools districts, and other related educational institutions to align teacher preparation programs and practices to focus on the teaching of college and career-ready standards as set forth in the act. This priority supports the President’s Fiscal Year 2011 budget request for a new Teacher and Leaders Pathways program ($405 million).
- Encourage states to implement assessments aligned with college- and career-ready standards, under a new Assessing Achievement program as set forth in the Act. The President’s Fiscall Year 2011 budget supports $400 million in state grants under this program.
- Support professional development for teachers, leaders and other school instructional staff to better align instruction to college and career-ready standards. This supports the President’s FY2011 budget request for the Effective Teacher and Leaders state grant program ($2.5 billion).
- Support the expansion of the Race to the Top, beyond funding in the Recovery Act, to dedicate $1.35 billion in awards to states and school districts that have college- and career-ready standards in place as a condition of funding.
